narrative

On September 28, 2007, the SEC issued Fee Rate Advisory #2 for fiscal year 2008, outlining administrative adjustments to fees under the Securities Act and Securities Exchange Act. The Section 31 fee for securities transactions on exchanges and OTC markets will decrease from $15.30 to $11.00 per million, effective 30 days after the enactment of the Commission’s regular appropriation. Meanwhile, Section 6(b), 13(e), and 14(g) fees—applicable to securities registration, repurchases, and proxy solicitations—will increase from $30.70 to $39.30 per million, effective five days after appropriation enactment. The fee for security futures transactions remains unchanged at $0.0042 per round turn. These changes are purely regulatory and contingent on congressional funding timelines, not the result of any enforcement action or misconduct. The SEC emphasized transparency by providing public notice, posting details online, and offering contact information for inquiries. No fraud, litigation, penalties, or allegations of wrongdoing are associated with this advisory, which reflects standard fee-setting procedures under federal law.
