narrative

On May 2, 2007, the U.S. Securities and Exchange Commission issued an Order Instituting Administrative and Cease-and-Desist Proceedings against Thomas C. Bridge, James D. Edge, and Jeffrey K. Robles for violations of federal securities laws related to market timing fraud at A.G. Edwards branch offices. Bridge, a registered representative in Boca Raton, Florida, was alleged to have used deceptive means to execute market timing trades on behalf of a customer, willfully violating Section 17(a) of the Securities Act and Section 10(b) and Rule 10b-5 of the Exchange Act. Branch manager James D. Edge was charged with failing to reasonably supervise Bridge, while Jeffrey K. Robles, as branch manager in Boston, was accused of failing to supervise Charles Sacco, another registered representative who allegedly engaged in similar deceptive market timing trades for two clients. The SEC did not specify dollar amounts or admit guilt in the filing, focusing instead on the deceptive nature of the conduct and supervisory failures. Administrative proceedings were initiated under Sections 8A, 15(b), 21C, and 9(b) of the relevant securities laws, with sanctions potentially including censure, fines, or industry bars. A hearing before an Administrative Law Judge was scheduled to determine the truth of the allegations and appropriate penalties, with an initial decision required within 300 days of service of the Order. No final outcome was determined at the time of the order, as the matter remained pending adjudication.
